Resume a Monitor

Control a monitor's lifecycle: - POST /monitors/<id>/pause/: pause the monitor. It stops running until you resume it, and keeps its history. - POST /monitors/<id>/resume/: resume a paused monitor. It starts running again on its schedule. - DELETE /monitors/<id>/: delete the monitor. It stops running and is removed from your account; the lead lists and CSVs it already delivered stay available.
